this makes sense to me. I wouldn't want a weight smacking me in the helmet or the nuts.

weights on a bike are different than a car, on a bike they just stick on, and usually the rims arent flat, so they dont stick very well. If you use lead weights, usually the force will deform the weights to the curves of the rims, but they still dont stick for shit.
