There shouldn't be hockey teams in Florida or Arizona anyway. Move Phoenix to Saskatoon, Miami to Hartford and Tampa to Quebec. Then you don't even need to change anyone in divisions.

move phoenix to Quebec, move Florida to Halifax and leave Tampa where they are. I don't like florida teams myself, but Tampa is actually successful and a quality team

I don't think Saskatoon is no where big enough for a hockey team.
