I JUST drove past a construction site. They have the parkway east in PGH, usually 4 lanes, down to 1 lane. 10 guys at one point on a 5 mile closure. 1 guy working, the rest standing around doing nothing.

They're all in unions. Outside of "normal" working hours (such as through the night while traffic is light), are higher rates. So instead of $50 an hour, they get time and a half to work through the night, with a 10% night differential. Working on weekends are either time and a half or double time. If you want to speed it up, outsource the work to Private industry who will finish it on time or earlier so they can take advantage of new projects and other work. Pendot has NO incentive to work faster or harder. They have a monopoly (which should actually be illegal) on the highway projects.
