I think that unemployment should be something that people can sign up for and not be mandatory. It should also not be a Government program. If a person chooses to not pay for unemployment insurance (which is all that unemployment is) then they can take a few bucks extra home every week. If they want the added protection, they can shop around and find the best fit for them.
I'm tired of mandatory safety nets. I want an America where people are free to fail. I don't say this to be harsh, I just believe that a society that isn't free to fail is one that isn't free. You can't put in catchalls without hurting upward mobility.
However out of all of the Government programs out there, unemployment is among the least offensive to me.
