It is an herb. They are long and green and look like a smaller version of the top of a green onion. Any decent grocery store will have it fresh, which is the best, in the produce section. You can get them dry, but why bother? They are commonly used as a topping on baked potatoes and potato and leak based soups. They are normally chopped up as in the picture below.

Just a sprinkle in the guac is fine. People use it around here too much in everything.
