No it is not. When a government entity (in this case the Rural Municipality of Reynolds) is looking to hire a contractor for a certain job they refer to it as a tender. At the time I was reading through the tender and doing a feasibility study to see if it is worth me doing another three sites in addition to the 2 I already have...
