Yes. Most likely. You have to clean the carbon deposits from the throttle body too. That is how fords are anyway. Clean all the ports that have to do with this egr system. I rarely see the actual valve fail. Its always carbon build up. There is a dpfe sensor on older fords that go bad too. They get condensation in them and short out.

I love fixing egr codes. Its a very simple system. It never takes me more than 30 minutes.
